For the first time in five years, San Diego’s new-home industry showed increases in sales and median price, according to an industry report released last Thursday.

According to a report from the California Building Industry Association, new home sales in San Diego County rose 11.6 percent in February compared with February of last year, and the median price hit $531,945, up 11.8 percent from a year ago,

Why is this important? It may be a sign that new home sales will begin to take a turn for the better. After all, the National Homebuilders Association reported Friday that builders were feeling more confident about 2010 than they had in 2009.

As new home builders begin to see the market slowly recovering, coupled with the frustration that buyers are feeling with the foreclosure and short sale process, they are responding to the demand for new homes by providing more on the market. On March 25th, Gov. Arnold Schwarzenegger signed into California law $100 million allocated for new home purchases becoming available May 1st. New homes must close escrow before December 31st of this year and the tax credit lasts only as long as the funds are available.

Demand for Del Sur homes in San Diego continues to be strong.

Shea Spaces - modern, energy-efficient homes that are inspired by everything from the Apple iPod to California's Midcentury Modern homebuilder Joseph Eichler - will be put to the test.
The new development is quite a departure from the norm in tract homes. The overall feel is more urban, but with slightly more backyard space for a young family. The smaller houses feature sleek, modern fixtures and flexible, informal living areas. They reference the Valley's midcentury roots more than the Tuscan architecture common in new suburban homes.

Spaces will nestle into Shea's existing Seville, near Riggs and Power roads in Gilbert, which has a private golf course and sports club, parks, walkways and 14,000 citrus trees salvaged from the former citrus grove once rooted there.

NEW HOMES SALES RISE

The Commerce Department may report on Dec. 23 that new homes sales rose 1.7 percent in November to a 438,000 annual pace, according to the Bloomberg survey.

Existing home sales reached a 4.49 million pace in January, their lowest level since comparable records began in 1999.

Purchases of existing homes rose 44 percent in November compared with a year earlier, the biggest increase on record. The median price fell to $172,600.

The number of previously owned unsold homes on the market fell 1.3 percent to 3.52 million. At the current sales pace, it would take 6.5 months to sell those houses compared with 7 months at the end of October. The ratio is the lowest since December 2006.

The share of homes sold as foreclosures or otherwise distressed properties was 33 percent, Yun said.

Shea Homes of San Diego, buoyed by news of a nearly 9 percent increase in housing starts, has announced it will begin construction of 32 new homes in five San Diego neighborhoods this week.

According to news announced December 16th by the U.S. Commerce Department, new residential construction permits rose 6.0 percent in November and housing starts increased 8.9 percent, in both cases exceeding market expectations. Permits have risen 17.3 percent above their low in April, and starts have advanced 19.8 percent above their April low point. These gains reflected increases in single-family activity, while multi-family starts have increased modestly.

“November was a promising month, our best this year, and it’s great to see December looking equally strong,” said Vanessa Linn, vice president of sales and marketing for Shea Homes San Diego. “The demand for homes is proving to be consistent, and we are prepared to meet that ongoing demand. There’s still a sense of urgency to take advantage of value pricing, low interest rates and tax credits.”

Arizona new homes builders received welcome news Wednesday that the federal first-time homebuyer tax credit is being not only extended but expanded to include buyers who already own homes.

President Barack Obama is expected to sign into law a bill that extends the $8,000, first-time homebuyer tax credit set to expire Nov. 30. It also creates a tax credit up to $6,500 for buyers who have owned their current homes at least five years.

To qualify, buyers in both groups have to sign a purchase agreement by April 30, 2010, and close by June 30.

"In our view, that's the kind of government action that needed to occur to continue to stimulate the housing market," said Greg Burger, co-principal of RL Brown Housing Reports. "We believe it will be a positive catalyst in the market moving forward through the end of this year and into next year. Prices are at historical lows ... and this would be some added incentive to go ahead and make the move sooner rather than later."

The first-time homebuyer tax credit has meant higher sales for Taylor Morrison, which has houses under construction at its Stratland Estates community in Gilbert.

"We've had a number of people who are taking advantage of it, and I think our closing numbers for the month of November reflect that," said Pierrette Tierney, vice president of sales and marketing. "Our largest month of the year, which typically is December, by far is going to be November this year ... with everybody trying to get in there before that Nov. 30 deadline."

The expansion opens the new homes market for more people, she said.

"There's a lot of people who are recognizing that right now, even outside of the tax credit, is a great time to buy, and then the tax credit is just the cherry on the top," Tierney said. "Our sales volume has remained quite steady into a longer period of time than we typically see in our kind of seasonal industry."

Buddy Satterfield, president of Shea Homes, said the tax credit increased his sales by 20 to 25 percent. Shea has numerous homes under construction across the East Valley.

"We saw a big drop-off in sales when we couldn't deliver (in time for the deadline)," he said. "That's the big problem for builders. You have to sell it and start the house, and deliver it by a certain date, unlike the resale market, where you can take it right up to the wire."

The tax credit has been good for the economy and helped create jobs in the construction industry, Satterfield said.

"I think (the expansion) will help," he said. "I think there's folks out there who, maybe this will be just enough stimulus for them to say 'we need that extra bedroom' or 'we want a different floor plan,' or 'a different location,' and it could spur them to make a purchase. We'll have to wait and see.

Obviously we prefer it to have been a larger amount, but we're grateful for it."

With historic Highlands Ranch site comes haunted lore

The Highlands Ranch Metro District Board of Directors recently voted to pursue ownership of the Highlands Ranch Mansion, a historic estate that housed some of the area's first settlers.

The metro district will negotiate with Shea Homes to acquire the mansion, with plans to renovate and operate it for the benefit of the community, said Tom Hoby, director of parks, recreation and open space.

The decision follows a year-long effort to gather feedback from residents on ownership of the mansion and how it should be operated. According to a citizen survey conducted by the metro district, 88 percent of respondents support the district owning the mansion.

Negotiations are expected to be completed by March.

"It is the jewel in the crown of Highlands Ranch," said Caroline Smith, president of the Highlands Ranch Historical Society. "I'm delighted the metro district stepped forward to take it on."

Smith said the 22,000-square-foot mansion was home to various families throughout the early days of Highlands Ranch. It was built in 1891 by John W. Springer to reflect the style of a Russian castle.

Like many structures rich in history, the mansion has its own tales of ghostly lore. Smith said the ghost of Julia Kistler is rumored to haunt the halls of the mansion.

Julia was the daughter of Frank E. Kistler, who purchased the mansion in 1926. When Kistler divorced his first wife, she moved out with all the children except Julia, whose adoration of her father prompted her to stay behind.

Kistler remarried shortly thereafter and the story goes that he did not return his daughter's devotion and she spent many days weeping in her bedroom. The sobs of her ghost are said to echo through the mansion's halls today.

Although she has never seen the ghost herself, Smith said people have reported seeing a girl peer out of the mansion's windows when there was no one inside. Another story is that a group of visitors were startled to hear an ancient grandfather clock chime midnight.

"They were just kind of astonished, because the clock does not work," Smith said.

Smith and other historical society members lead tours of the mansion during community celebrations such as Highlands Ranch Days. On one such occasion, Smith was standing in the ballroom by herself after finishing up a presentation and smelled a strong fragrance of roses, even though all the windows were tightly shut.

"I just said to myself, 'Oh, you've been here too long,'" she said.

But later, a teacher came up to her and commented what a nice touch it was to have the rose scent in the room.

"It just sent little chills down my back!" Smith recalled. "I believe that it was Julia, and it was her way of telling me she she was happy to have children in the house."

Ghost or no, Smith said she thinks it is important to have younger generations experience the mansion.

"I want young people to feel at home there," she said, "so when they grow up, they will have fond memories and want to protect it."

$10k California Tax Credit may Return!

The $10,000 state tax credit for new-home purchases could be revived soon for a limited-run engagement.

Last week, the California Senate passed a bill 35-1 that would provide $30 million in tax credits to about 4,000 additional new-home purchases. The bill now moves to the Assembly floor, which could take it up as early as Monday.

A spokesman for Gov. Arnold Schwarzenegger says he "supports the idea of this bill."

In an earlier bill, the Legislature made $100 million in state tax credits available to anyone who bought a new, previously unoccupied home in California on or after March 1, 2009, and before March 1, 2010. The $10,000 credit must be spread over three years and can offset only up to $3,333 a year in state income tax.

The money was allocated on a first-come, first-served basis, and it went fast. Less than four months after the effective date, the Franchise Tax Board had received 11,925 applications representing more than $100 million in credits. It shut the door on new applications at midnight July 2.

Although it doled out $100 million in credits, the tax board estimated that about $30 million would go unused because many buyers could not claim the full $10,000.

To get the entire benefit, the buyer must owe at least $3,333 in state income taxes in 2009, 2010 and 2011. A buyer who owes only $1,000 in one of those years loses the remaining $2,333 for that year - it can't be paid out in cash or carried into future years.

The original bill didn't allow the tax board to reallocate unused credits to other new-home buyers, but the new bill - SBX3-37 - essentially would.

Pushed by the home builders, it would provide $30 million in tax credits to two groups of new-home buyers.

The first is about 300 people who bought a new house and got their paperwork in to the Franchise Tax Board by July 2 but missed out on the credit because the money was gone.

The other group includes people who buy a new house after the bill is signed and before March 1 - but only until the $30 million runs out, which could be long before March.

People who buy a new home after July 2 and before the bill is signed are out of luck.

Given that only 70 percent of the home credit is typically used, about 4,285 new-home buyers would qualify for the additional $30 million.

Sponsors say the bill is necessary to "facilitate California's economic recovery, a large part of which is the maintenance of the new-home tax credit." It was written as an "emergency statute necessary for the immediate preservation of the public peace, health, or safety."

Democrat Loni Hancock of Berkeley was the only senator to vote against the bill. She couldn't see "offering subsidies to potentially well-off people buying expensive homes while we are cutting the heart out of education," says Larry Levin, Hancock's spokesman.

She also questioned the fairness of offering a subsidy only to new-home purchases when there are so many foreclosed homes on the market.

When the bill was first introduced as AB765 by Assembly members Anna Caballero, D-Salinas, and Jose Solorio, D-Anaheim, it would have provided $200 million in additional tax credits on top of the original $100 million. But as the state's finances worsened, the increase was whittled down to $30 million.

When the Senate took up the bill last week, Republicans refused to support it (and other bills that needed a two-thirds majority) unless it had a Republican as lead sponsor. So the contents of AB765 were moved into SBX3-37 with Sen. Roy Ashburn, R-Bakersfield, as the principal co-author.

An active adult community, or an active community is a generic term that usually refers to a community of people who are primarily between the ages of 50 and 75.
Active Adult Communities are broad in their range and vary widely in what they offer to the adults who take part in the community.

Usually the housing is part of a gated community of retired adults.

Single Family home sales activity through May 31, 2009 indicates that Northeastern Queens property values are stable across various segments of the market. Covering the areas of Bayside, Beechhurst, College Point, Douglaston, Flushing, Little Neck and Whitestone, 2,750 sales since 2003 that sold for over $10,000 are included in this analysis compared to 11,724 sales for all of Queens.

Median Sale Price: Analysis of the Queens County Single Family home market indicates property values have declined 18% from 2008 and 21.3% since 2006. The sub-market of Northeast Queens indicates that property values are down 12.8% since 2006, with most of the decline occurring in 2009.

A more detailed analysis of the median sale price based on the square footage of the residence indicates an entirely different pattern of price value changes. When the sales data is stratified into the calculated rate per square foot based on sale price, the rate of change for Queens County is -10.58% since 2006 versus -21.3% based on the Median Sale Price. For Northeastern Queens the rate of change is -.37% versus -12.8%. The data clearly indicates that building size represents a significant impact relating to the value of the property.

Sales are stratified into 10 Building Size Groups in order to analyze the demand in the local markets. The most common property being sold is under 1,250 square feet representing 911 sales. This group of properties indicates a weaker overall value indicator which is 5% lower than 2008 and 9.9% lower than the peak of 2006.

Conversely, larger homes appear to be in demand and show no significant indication of property value declines. Houses from 1,750 to 2,000 square feet indicate an overall increase of 12.8% since 2006 with 286 sales analyzed. 2,000 to 2,500 square foot homes experienced a 5% overall since 2006 for a total of 374 sales. Both groups of properties indicate in increase in values from 2008 to 2009.

Overall larger homes appear to be holding stable with modest increases over the past three years when analyzed on a price per square foot basis. The greatest weakness in the market is homes under 1,750 square feet which on an overall basis declined by 13% since 2006, most of this occurring in homes under 1,250 square feet. This pattern appears to be consistent with other areas of Queens and New York City.

Property values in Queens County have declined 10.8% since 2006 based on the sales analyzed. Properties purchased in 2006 and 2007 represent a risk for longer recovery given the decline in values since 2006, but this does not apply to all areas of Queens. There is a definitive decline in sales activity since 2008; however as the peak selling season of May and June continues, sales activity is projected to increase and property values are projected to remain stable with modest increases. Northeastern Queens remains a strong area to live and property values are expected to remain stable into 2010.

New Home Development Recovery and Opportunity - History Repeats Itself

Everyone has heard the old adage, "history repeats itself," and often times it does. I went through the housing recessions of the early 1980's and 1990's, and now we find ourselves in a recession again. In previous recessions when the economy was still very sluggish and recovery was not on the horizon, many developers lost their projects to banks and other lenders. Because these banks were not in the development business, they needed to sell many foreclosed properties. Individuals and groups who had the financing and foresight during those previous recessions, were able to experience times of great opportunity and profits when the housing market emerged from the recessionary times. Does this scenario sound familiar to anyone else?

During the previous housing recessions, one could buy finished lots for a price well below the replacement value of those lots (replacement value is defined as the funds necessary to bring a different lot to the same level of completion). In many cases lots and partially completed homes could be acquired for twenty-five to fifty percent or less of the then replacement cost, This significant discount resulted in the ability to re-market the lots to buyers or build homes and sell at more affordable prices, while still experiencing generous profits. And we are in the same situation today!

New Homes in Northern California

The signs are all there; finished lots are available from banks or developers on a "short sale" basis and at a rate that is as low as ten cents on the dollar from both the original price and the replacement value. Building permits and new home construction is at an all time low; yet household formation and immigration continues.

In California, residential development is a very lengthy and complicated process often taking from three to five years (or longer!) to entitle and develop a parcel of land to the point where new homes can be constructed. Consequently, finished lots in California are a rare commodity and command a hefty price in normal economic times. Acquisition of finished lots in the current market and holding those lots for one to five years offers investors the greatest potential for profit. Once the finished lots have been absorbed, properties with approved tentative subdivision maps and only need to have the improvements installed will command the greatest price.

New Homes in Sacramento

One might say the demand for housing is not great enough to see any appreciation in finished lots in the near term. I would point out that California specifically, and the nation in general was not building enough homes to meet housing demand before the current recession. This housing shortage is only being further impacted by the lack of new home construction created by the current economy. I would also point out that the population continues to grow through new household formation and immigration. At this time of uncertainty many families are doubling up to save money (ie. multiple generations sharing housing, seeking roommates, etc.), however as soon as the economy begins to improve, those same people will be looking for the American dream and begin buying homes-much the same as what occurred in the past recessions. It will not be long before demand begins to outstrip supply, resulting in increasing home prices which will, in turn, increase finished lot and tentative mapped projects.

Given my experience, I can say that yes, history does repeat itself. Now is the time to invest in finished lots, and investing in entitled projects shouldn't be far off in order to see significant appreciation on our investment dollars.

Why New Homes Are Better Real Estate Investments Then Older Homes?

I figured the title would capture your attention. Twenty years ago I would have laughed at anyone that said such a thing. What has changed since then? Quite a lot has changed.

Twenty years ago interest rates were much higher, in the high single digits to low teens. Try cash flowing anything but multi-family during those times were extremely difficult; unless the home you purchased was in a less then desirable area of town. Now that interest rates are below 7 percent, a brand new home can cash flow with even just 10% down. If you put 20% down, you will be very cash flow positive. And with new homes prices declining with all other home prices, now is the time to purchase quality new construction at reasonable prices and lock in the low prices and rates now.

What is some things that make brand new construction desirable now? I'll go into further detail below on these 7 points.

1)Interest rates are at some of the lowest levels in decades. 2)Home prices have dropped. 3)With lending requirements tighter, there is a much larger pool of tenant prospects then 2-4 years ago. 4)Home warranty. 5)Nothing to repair for at least 10 years. 6)Most new construction is in desirable areas of town. 7)Closing costs paid by new home builder. 8)Higher quality tenants, higher rents, higher cash flow. 9)Home appreciates in value more.

I've already mentioned the low interest rates and lightly touched on the home prices. With new construction, I have seen some fabulous deals in the Indianapolis real estate marketplace. For example, here is the details of a new home I purchased last year: Original price was $175k. Home was discounted to $135k. 3,000 sq.ft., 4 bedroom 3 bath with a bonus loft and was almost full brick. I am able to rent this for $1,600/month, and I actually then lease optioned this home for $180k. This home was an inventory home. Inventory homes are typically homes that are built for an owner occupant, but their financing falls through at the last minute. Home has already been built, and builder wants to get rid of home asap. The builder has all their money tied up in the home.

Since lending requirements have tightened, many of the people purchasing new homes have now gone back to renting, and most of these people want a brand new home to live in! The rental market in the Indianapolis real estate area is the tightest I have seen it in 10 years, and I know it's the same in other market places as well. And most tenants in general would rather have new construction over a 40 year old home that needs updates.

A new home will have a home warranty of at least two years on everything in the home and also a 10 year structural warranty for any of the major items, like roof, the structure of home, outside siding, etc. And with it being a brand new home, the maintenance costs over the first 10-15 years is very low. I purchased a brand new home I lived in for 10 years, but now rent out. I have not had to do much at all to the home over these past 10 years, much less repair work then any of my 40-80 year old homes I own.

Most new homes are being built in high-growth areas, areas that people would prefer to live over the older inner-city type areas. These homes are easy to rent. In fact, the average time it takes me to rent a brand new or newer home is about 1/2 the time it takes to rent a home in other areas of town.

You are probably saying, "but Craig, I can buy a 40 year old home in the inner city for 50k and rent it out for $800/month". Let's look more closely at this scenario. On paper, it will indeed look better. But, factor in vacancy rates(at least 2x as long to rent out),repairs from tenant upkeep(on average, tenants paying $600-$800/month do not keep a home up as well as someone paying $1,600-$2,000/month), and all the maintenance headaches and that extra $100-$250/month in additional cash flow gets eaten up very quickly and it becomes a money pit.

And compare the home appreciation potential of a brand new home overall an older inner-city home: I have seen people purchase lower quality homes, own for 10 years, and it's worth the same or less then they purchased it for.

For a synopsis, brand new construction may not look as good on paper for cash flow, but after factoring in all items, including quality of tenant, price appreciation of home, and speed of renting home, new construction wins hands down over older construction.

State Tax Credit Spurs Uptick in New Home Sales

There is a new state tax credit being offered to home buyers in California, which provides up to a $10,000 tax credit for California new home buyers. And so far...It's working! That is, there has been a considerable number of new home sales, and fewer cancellations of new home purchases, that can be directly attributed to this new incentive.

State legislation was introduced Wednesday that would make it possible for an additional 20,000 taxpayers to take advantage of a popular program that provides new-home buyers with a state income tax credit of up to $10,000.

Assembly Bill 765 calls for increasing the existing $100 million cap for the California new home tax credit program to $300 million.

The state tax credit is for california new homes purchased between March 1, 2009, and Feb. 28, 2010, or as long as program funding is available. Passage of the state budget in February first established the credit and the cap at $100 million, which is enough to provide 10,000 new home buyers with a $10,000 credit.

To date, 5,668 applications have been submitted for the program, resulting $54.9 million in credits being claimed. If AB 765 becomes law and funding for the program is increased to $300 million, it is estimated that about 30,000 taxpayers would benefit from the program.

"When we passed the tax credit in February, we were hoping it would work to stimulate the housing market," said Assemblywoman Anna Caballero, D-Salinas, co-author of the legislation. "We had no idea it would be this successful. In just two months, more than half of the credits are gone."

The legislation would also make it possible for the credit to be reserved at the time a buyer executes a purchase agreement for a new home in California, whether it has already been constructed or needs to be built from the ground up, as opposed to waiting for escrow to close under the current program.

Layne Marceau, president of the Northern California division of Shea Homes, said the credit is working.

Sales of new homes are up and cancellations are down.

"In the next two months, we're going to start 60 homes and that is all attributable to the tax credit," he said.

First-time buyers who take the state credit can also apply for a federal income-tax credit worth up to $8,000 for first-time buyers, which are defined as not owning a home in the previous three years.

The federal credit applies to homes purchased between Jan. 1 and Nov. 30, 2009.

STATE INCOME TAX CREDIT
The state home buyer tax credit is for new homes in California . It is not restricted to first-time home buyers. The credit is equal to five percent of the home's purchase price, up to a maximum of $10,000. Most buyers qualify for the maximum $10,000 credit, since most new home purchases in California are $200,000 or higher. The credit is paid out to qualified home buyers over a period of three years. Is the Seattle Housing Market Safer in a Recession?

Earlier this year, Business Week's Prashant Gopal wrote and article titled "Some Cities Will Be Safer In A Recession." I'm going to summarize this article and share my thoughts on why they named Seattle as one of these cities.

New Homes in Seattle

As you can imagine, cities with a strong presence in health care, education, law, energy, and the government will do better in a downturn than those without. Why, because all of these items are considered by most of us as a necessity.

Government leaders are working to avoid a depression-or at least a late-1970s-level recession-but if things get really bad, some places will suffer more: states such as California, Florida, and Nevada that are buried under a growing mass of foreclosures, cities like New York and Chicago that have large numbers of financial sector jobs, and manufacturing towns like Detroit that are already suffering from weak sales of cars and other durable goods.

Other local economies, those dominated by stable industries, could be relatively well cushioned. In this article, Business Week looked at places where large portions of the population worked in anti-cyclical industries such as government, health care, education, agriculture, and legal services.

College Cushion

Colleges don't necessarily flourish in bad times, but they don't go out of business either. People tend to go back to school to learn marketable skills when unemployment is high, but alumni donations and state grants do tend to dwindle during recessions. Major cities with multiple college campuses benefit from this situation.
