New $10k California Tax Credit for New Home Purchase

On March 25th, Gov. Arnold Schwarzenegger signed into California law $100 million allocated for new home purchases becoming available May 1st. New homes must close escrow before December 31st of this year and the tax credit lasts only as long as the funds are available.

Energy Efficient New Homes

Energy efficient new homes that save money on utility bills, offer greater comfort and better performance, and help to protect the environment are available to homebuyers through a partnership with Shea Homes and the U.S. Environmental Protection Agency's (EPA) ENERGY STAR Program.

"Shea Homes continually strives to provide environmentally friendly options for our home buyers increasing the value of our homes, and reducing our reliance on the earth's natural resources," said Ken Peterson, Vice President of Sales and Marketing for Shea Homes. "Partnering with the EPA's ENERGY STAR program is just another way for us to enhance the lives of our home owners. Not only are these homes ENERGY STAR rated, but they go hand in hand with Shea's initiative of Superiology to build homes which are energy wiser, eco-friendlier, designed smarter and built better."

ENERGY STAR qualified homes offer homebuyers all the features they want in a new home, plus energy-saving features like effective insulation systems, high performance windows, tight construction and ducts, properly-sized and installed efficient heating and cooling equipment, efficient products, and third-party verification of energy performance.

ENERGY STAR rated homes must meet strict guidelines for energy efficiency set by the U.S. Environmental Protection Agency. NEW HOMES SALES RISE

The Commerce Department may report on Dec. 23 that new homes sales rose 1.7 percent in November to a 438,000 annual pace, according to the Bloomberg survey.

Existing home sales reached a 4.49 million pace in January, their lowest level since comparable records began in 1999.

Purchases of existing homes rose 44 percent in November compared with a year earlier, the biggest increase on record. The median price fell to $172,600.

The number of previously owned unsold homes on the market fell 1.3 percent to 3.52 million. At the current sales pace, it would take 6.5 months to sell those houses compared with 7 months at the end of October. The ratio is the lowest since December 2006.

The share of homes sold as foreclosures or otherwise distressed properties was 33 percent, Yun said.

Home Buyer Tax Credit 3.0 - is Real... How does this affect Arizona new homes

Arizona new homes builders received welcome news Wednesday that the federal first-time homebuyer tax credit is being not only extended but expanded to include buyers who already own homes.

President Barack Obama is expected to sign into law a bill that extends the $8,000, first-time homebuyer tax credit set to expire Nov. 30. It also creates a tax credit up to $6,500 for buyers who have owned their current homes at least five years.

To qualify, buyers in both groups have to sign a purchase agreement by April 30, 2010, and close by June 30.

"In our view, that's the kind of government action that needed to occur to continue to stimulate the housing market," said Greg Burger, co-principal of RL Brown Housing Reports. "We believe it will be a positive catalyst in the market moving forward through the end of this year and into next year. Prices are at historical lows ... and this would be some added incentive to go ahead and make the move sooner rather than later."

The first-time homebuyer tax credit has meant higher sales for Taylor Morrison, which has houses under construction at its Stratland Estates community in Gilbert.

"We've had a number of people who are taking advantage of it, and I think our closing numbers for the month of November reflect that," said Pierrette Tierney, vice president of sales and marketing. "Our largest month of the year, which typically is December, by far is going to be November this year ... with everybody trying to get in there before that Nov. 30 deadline."

The expansion opens the new homes market for more people, she said.

"There's a lot of people who are recognizing that right now, even outside of the tax credit, is a great time to buy, and then the tax credit is just the cherry on the top," Tierney said. "Our sales volume has remained quite steady into a longer period of time than we typically see in our kind of seasonal industry."

Buddy Satterfield, president of Shea Homes, said the tax credit increased his sales by 20 to 25 percent. Shea has numerous homes under construction across the East Valley.

"We saw a big drop-off in sales when we couldn't deliver (in time for the deadline)," he said. "That's the big problem for builders. You have to sell it and start the house, and deliver it by a certain date, unlike the resale market, where you can take it right up to the wire."

The tax credit has been good for the economy and helped create jobs in the construction industry, Satterfield said.

"I think (the expansion) will help," he said. "I think there's folks out there who, maybe this will be just enough stimulus for them to say 'we need that extra bedroom' or 'we want a different floor plan,' or 'a different location,' and it could spur them to make a purchase. We'll have to wait and see.

Obviously we prefer it to have been a larger amount, but we're grateful for it."

What To Look For in a New Home Builder

Most people don't build new homes often, so you really need the final product - your home - to be what you want it to be. Architects and interior designers agree that if you want to be happy with your new home you need to take time in the early stages of the building process.

Builders play a big part in those 'early stages' - they are the one's who are going to make what is down on paper a reality. Why Square Footage Matters! Larger Homes Indicate Stable Values

Single Family home sales activity through May 31, 2009 indicates that Northeastern Queens property values are stable across various segments of the market. Covering the areas of Bayside, Beechhurst, College Point, Douglaston, Flushing, Little Neck and Whitestone, 2,750 sales since 2003 that sold for over $10,000 are included in this analysis compared to 11,724 sales for all of Queens.

Median Sale Price: Analysis of the Queens County Single Family home market indicates property values have declined 18% from 2008 and 21.3% since 2006. The sub-market of Northeast Queens indicates that property values are down 12.8% since 2006, with most of the decline occurring in 2009.

A more detailed analysis of the median sale price based on the square footage of the residence indicates an entirely different pattern of price value changes. When the sales data is stratified into the calculated rate per square foot based on sale price, the rate of change for Queens County is -10.58% since 2006 versus -21.3% based on the Median Sale Price. For Northeastern Queens the rate of change is -.37% versus -12.8%. The data clearly indicates that building size represents a significant impact relating to the value of the property.

Sales are stratified into 10 Building Size Groups in order to analyze the demand in the local markets. The most common property being sold is under 1,250 square feet representing 911 sales. This group of properties indicates a weaker overall value indicator which is 5% lower than 2008 and 9.9% lower than the peak of 2006.

Conversely, larger homes appear to be in demand and show no significant indication of property value declines. Houses from 1,750 to 2,000 square feet indicate an overall increase of 12.8% since 2006 with 286 sales analyzed. 2,000 to 2,500 square foot homes experienced a 5% overall since 2006 for a total of 374 sales. Both groups of properties indicate in increase in values from 2008 to 2009.

Overall larger homes appear to be holding stable with modest increases over the past three years when analyzed on a price per square foot basis. The greatest weakness in the market is homes under 1,750 square feet which on an overall basis declined by 13% since 2006, most of this occurring in homes under 1,250 square feet. This pattern appears to be consistent with other areas of Queens and New York City.

Property values in Queens County have declined 10.8% since 2006 based on the sales analyzed. Properties purchased in 2006 and 2007 represent a risk for longer recovery given the decline in values since 2006, but this does not apply to all areas of Queens. There is a definitive decline in sales activity since 2008; however as the peak selling season of May and June continues, sales activity is projected to increase and property values are projected to remain stable with modest increases. Northeastern Queens remains a strong area to live and property values are expected to remain stable into 2010.
